This is most likely related to having a monitor with high refresh rate e.g. 144hz. There is a mod that fixes the issue called Fusionfix. Unfortunately there is currently no way to use it on Complete Edition (that I know of). Your options are to drop your refresh rate to 60hz, or find a non-CE copy of the game. Or wait.
